Abstract
This paper examines the interplay between demography and democracy in India, focusing on the delimitation debate and its effects on South Indian states. Delimitation, the process of redrawing electoral constituencies based on population, has sparked concerns about fairness, federalism, and representation. Southern states, which have controlled population growth effectively, fear losing political power to northern states with higher populations. The paper traces the historical and legal evolution of delimitation, analyzes its impact on South India with data, and explores solutions to balance democracy and federal principles. It argues that a fair delimitation process must respect both equal representation and regional equity.
